Bound CI concurrency and stabilize test fixtures #711

Delete Branch "fix/bootstrap-and-boundary-test-fixtures"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Bound CI resource use by restoring/building/testing once in one job, using two build workers, one test project and two xUnit workers, and serializing this repository’s workflow runs. Preserve SlowUnit coverage, assertions, existing timeouts, artifacts and the 12,000-test floor.
Make the bootstrap-retry cancellation fact use an isolated virtual scheduler and observed mailbox/publication boundaries before crossing the pending retry deadline. Remove only two duplicate paging theory registrations while retaining all nine unique cases. No production behavior changes.
Validation: independent combined review clear; cancellation-removal mutation fails; targeted ControlPlane 278 and boundary 9 tests passed. Complete local solution coverage across 62 assembly TRX files: 14,631 passed, 572 skipped, zero failures; floor passed. A subagent service-capacity interruption stopped the initial invocation after 57 assemblies; its completed results were retained and only five unfinished assemblies resumed with identical built code, filter, caps and minimal environment. Restore/build/readme drift checks passed. Hosted CI must pass before merge.
Resolves #707.

Completes the remaining CI verification for #606, subject to hosted CI results.
