docs(index): OtOpcUa — deferment remediation merged to master (914d70bf)

The index recorded this as unmerged on a feature branch; it landed on master
2026-07-28. Also records the two follow-ups the first pass had deliberately
left unbuilt and which have since shipped: Sql/FOCAS in-place config re-parse
(made atomic, so a config change cannot half-apply a new tag set against an
old connection or backend), and tag-set drift detection for the four
genuinely-browsable drivers.

Neither is consumer-facing to ScadaBridge — no OPC UA wire-contract change, and
the drift signal is advisory rather than an address-space rebuild. The
previously-noted operationally-visible item stands: a DriverConfig edit now
costs a driver reconnect.
