docs(index): OtOpcUa — #521 host connectivity now consumed via telemetry; #522 tier machinery deleted

Both were recorded as open keep-or-delete decisions; both closed on OtOpcUa master abda6f9e.
Neither changes the OPC UA wire contract, so neither is consumer-facing to ScadaBridge — but
the index asserted them as current state, so it would have drifted.
