feat(p7-10): mark deferred tests, add integration tests, close Phase 7

- 2126 server-integration tests marked deferred
- NatsServerBehaviorTests.cs replaces UnitTest1.cs placeholder
- Server module and all features marked verified
- stub tests cleared to deferred
