config reload, monitoring endpoints
Phase C: JetStream Depth (34 tests) — stream lifecycle, publish/ack,
consumer delivery, retention, API, cluster, failover
Phase D: Protocol Surfaces (75 tests) — MQTT packet parsing, QoS/session,
JWT claim edge cases

Total: 1081 tests passing, 0 failures.
