fix(docker-dev): opc-plc seed driver needs TargetNamespaceKind=SystemPlatform to initialize (#619)

Live gate: the seeded MAIN-opcua driver failed Initialize ('Equipment but no
UnsMappingTable'), so the opc-plc alarm leg could never connect.
