refactor(runtime): drop DriverHostActor's unused ILoggerFactory slot

The parameter was retained only for signature stability after the EfAlarmConditionStateStore fallback that consumed it was retired. It is removed from Props, the constructor and the positional Props.Create forwarding list together, and from its one caller in WithOtOpcUaRuntimeActors. No test passed it.
