- Fix CriteriaSheetGenerator.FormatTimestamp to handle all DateTimeKind values
- Update TestWebApplicationFactory to use IAuthenticationService
- Add logger parameter to ExcelParserServiceTests
- Add SecureStoreManager to solution under /utils/ folder
