docs(claude): note index row length convention + sister-project-history split

scadaproj's umbrella index now keeps only short per-project summary rows,
parking long narrative in .claude/skills/sister-project-history/<project>.md
and shared-library CLAUDE.md files. Reflect that in the propagation rule so
future ScadaBridge index edits land in the right place.
