Joseph Doherty	d91aa83665	refactor(docs): move requirements and test infra docs into docs/ subdirectories ... Organize documentation by moving requirements (HighLevelReqs, Component-*, lmxproxy_protocol) to docs/requirements/ and test infrastructure docs to docs/test_infra/.
