Add SiteReplicationActor (runs on every site node) to replicate deployed configs and store-and-forward buffer operations to the standby peer via cluster member discovery and fire-and-forget Tell. Wire ReplicationService handler and pass replication actor to DeploymentManagerActor singleton.
