All methods on JetStreamFileStore throw NotImplementedException (session 18 placeholder). Marked all 249 unit_tests (IDs 351–599) for server/filestore_test.go as deferred in porting.db. No test file created; tests will be written once the FileStore implementation is ported. All 701 existing unit tests continue to pass.
