5c608f07e3 Move shared fixtures and parity utilities to TestUtilities project 
- git mv JetStreamApiFixture, JetStreamClusterFixture, LeafFixture,
  Parity utilities, and TestData from NATS.Server.Tests to
  NATS.Server.TestUtilities
- Update namespaces to NATS.Server.TestUtilities (and .Parity sub-ns)
- Make fixture classes public for cross-project access
- Add PollHelper to replace Task.Delay polling with SemaphoreSlim waits
- Refactor all fixture polling loops to use PollHelper
- Add 'using NATS.Server.TestUtilities;' to ~75 consuming test files
- Rename local fixture duplicates (MetaGroupTestFixture,
  LeafProtocolTestFixture) to avoid shadowing shared fixtures
- Remove TestData entry from NATS.Server.Tests.csproj (moved to
  TestUtilities)

2a75ee534a feat: create NATS.Server.TestUtilities with shared helpers 
Add shared test utility library with TestPortAllocator.GetFreePort() and
SocketTestHelper.ReadUntilAsync() to deduplicate helpers across test projects.
This is the foundation for splitting the monolithic test project into
feature-focused test projects.

8a2ded8e48 feat: add config processor mapping parsed config to NatsOptions 
Port of Go server/opts.go processConfigFileLine switch. Maps parsed
NATS config dictionaries to NatsOptions fields including:
- Core options (port, host, server_name, limits, ping, write_deadline)
- Logging (debug, trace, logfile, log rotation)
- Authorization (single user, users array with permissions)
- TLS (cert/key/ca, verify, pinned_certs, handshake_first)
- Monitoring (http_port, https_port, http/https listen, base_path)
- Lifecycle (lame_duck_duration/grace_period)
- Server tags, file paths, system account options

Includes error collection (not fail-fast), duration parsing (ms/s/m/h
strings and numeric seconds), host:port listen parsing, and 56 tests
covering all config sections plus validation edge cases.

539b2b7588 feat: add structured logging, Shouldly assertions, CPM, and project documentation 
- Add Microsoft.Extensions.Logging + Serilog to NatsServer and NatsClient
- Convert all test assertions from xUnit Assert to Shouldly
- Add NSubstitute package for future mocking needs
- Introduce Central Package Management via Directory.Packages.props
- Add documentation_rules.md with style guide, generation/update rules, component map
- Generate 10 documentation files across 5 component folders (GettingStarted, Protocol, Subscriptions, Server, Configuration/Operations)
- Update CLAUDE.md with logging, testing, porting, agent model, CPM, and documentation guidance

c7fc703d7e feat: add integration tests using NATS.Client.Core NuGet package 
Validates the server against the official NATS .NET client library with
tests for basic pub/sub, wildcard (* and >) matching, fan-out to
multiple subscribers, and PING/PONG keepalive. All 5 tests pass without
requiring any server changes.
