  • R21-O29: real-clock sleeps with negative assertions remain (for example WorkerClientTests.cs:975, 150 ms) — latent flakes.
  • R21-O32: SessionLeaseMonitorHostedService and OrphanWorkerCleanupHostedService timer/startup wiring has no direct tests.

Next step (from the tracker): Convert sleeps to a fake time provider where one exists; add timer and startup tests with a fake time provider.

Current-state evidence: the row is still Open/Deferred in the latest (2026-10-21) tracker, and a code check on local main @ 8c0a51d (2026-11-06) found it still present unless noted below.
