Two deferred low-value worker perf items:

  • R21-K12: batch task-completion-source allocation rework.
  • R21-K13: the alarm poll builds a full-BSTR XmlDocument every 500 ms (steady GC cost, not a correctness issue).

Next step (from the tracker): Revisit if profiling flags either.

Current-state evidence: the row is still Open/Deferred in the latest (2026-10-21) tracker, and a code check on local main @ 8c0a51d (2026-11-06) found it still present unless noted below.
