Joseph Doherty c7483615cf chore(clients): roll out feed-level snapshot_status to all five clients
Task 1 added AlarmSnapshotStatus and AlarmFeedMessage.snapshot_status = 5.
Carry it downstream from the canonical Contracts protos:

- Rust vendored protos under clients/rust/protos, refreshed byte-identical
  (build.rs falls back to them for out-of-repo tarball builds)
- client descriptor set (protoc 34.1 pin)
- Go (protoc-gen-go v1.36.11 / protoc-gen-go-grpc 1.6.2)
- Python (grpcio-tools 1.80.0 pin)
- Java (gradle generateProto)

.NET needs no regeneration: the client compiles against the Contracts
Generated/ output committed with the proto change.

The hand-written CLI feed renderers switch on the payload oneof, so codegen
alone does not carry the arm. Add snapshot-status to the .NET, Go, Rust, and
Java renderers; the .NET and Go renderers were also missing provider-status,
which has been on the wire since the provider-mode work, so add it there too.
Java's renderer is an exhaustive switch expression and did not compile until
the new case landed. The Python CLI renders generic protobuf-JSON and needs
no change.

Each client README gains a paragraph on the feed-level frame next to its
existing from_truncated_snapshot paragraph: it arrives at stream open after
provider_status and before the cached active_alarm frames, then on every
verdict change including the clearing frame a monitor restart emits, so a
live consumer can track set completeness without polling QueryActiveAlarms.

GatewayDashboardDesign: list the two new payload cases the AlarmsHub forwards,
and — separately — record the GroupToRole / GroupToTag / UntaggedSessionVisibility
rows the settings page already renders but the bullet list omitted.

Joseph Doherty d9ea8a81f1 chore(clients): regenerate for alarm truncation fields; READMEs note the degraded flag
Task 8 added ActiveAlarmSnapshot.from_truncated_snapshot = 16 and
QueryActiveAlarmsReplyPayload.snapshot_truncated = 2. Regenerate every
downstream binding from the canonical Contracts protos:

- client descriptor set (protoc 34.1 pin)
- Go (protoc-gen-go v1.36.11 / protoc-gen-go-grpc 1.6.2)
- Python (grpcio-tools 1.80.0 pin)
- Java (gradle generateProto)
- Rust vendored protos under clients/rust/protos, which build.rs falls back
  to for out-of-repo tarball builds and which must track Contracts

.NET needed no regeneration - the client compiles against the Contracts
Generated/ output already committed with the proto change. No client has a
typed wrapper model around ActiveAlarmSnapshot; all five pass the generated
type straight through, so codegen alone carries the field.

Each client README's alarm section gains a paragraph on the flag: the
snapshot set may omit actives and absence-implies-cleared inference was
suspended, so callers must not reconcile deletions from a truncated set.
Distinguished from the per-record 'degraded' subtag-fallback flag, which it
is easily confused with.

Joseph Doherty eacdd2d453 fix(IPC-23,IPC-24,IPC-25,IPC-32): proto-comment regen wave + codegen-freshness guards
Proto comments (comment-only, no wire change):
- mxaccess_worker.proto GatewayHello.max_frame_bytes: every worker->gateway frame
  must serialize within the negotiated max; reply builders truncate (IPC-23).
- mxaccess_gateway.proto DrainEventsReply: count-cap + byte-cap, drain-until-empty
  caller contract (IPC-23).
- mxaccess_gateway.proto ReplayGap.oldest_available_sequence: empty-ring value is
  highest-observed+1, oldest-1 resume formula stays valid (GWC-25 deferred amendment).

Regen wave: Contracts/Generated (C# XML doc), rust vendored protos (byte-copy),
Go bindings (worker binding was genuinely stale - lacked MaxFrameBytes entirely),
Python worker _pb2 (real descriptor delta), Java aggregates (javadoc, zero
protobuf-version churn under the pinned toolchain), client descriptor set.

IPC-24: pinned Java toolchain regenerates with no gencode-version churn, so the
unconditional churn-revert step in ci.yml is a fossil - deleted it; git diff is
now a true message-level drift gate for the single-file Java aggregates.

IPC-25: pin protoc-gen-go v1.36.11 / protoc-gen-go-grpc 1.6.2 in the Go generate
script (+ fix a latent pwsh-7 parse bug); add Check 4 to check-codegen.ps1
(regenerate Go+Python bindings, fail on diff, tool-missing fails not skips); add
the pinned-generator installs to the portable CI job.

IPC-32: relabel check-codegen banners 1/4..4/4 (folded into the Check 4 edit).

Docs: ClientProtoGeneration.md, Contracts.md, GatewayTesting.md, build.gradle
checkGeneratedClean caveat. Tracking: IPC-23/24/25/32 -> Done, GWC-25 proto note
resolved, change-log 2026-08-07.

Make the authored CI pipeline execute and go green on the co-located runner (portable + java), fix the five real latent defects the first real run surfaced (codegen-check null, stale rust proto, orphan-terminator Linux path, stale java worker codegen, py3.12 event loop), provision pwsh + Gradle for the self-hosted act image, and disable the Windows jobs (act host-mode broken). TST-03 -> Done.

Joseph Doherty 219fa6ddb4 fix(CLI-02): make Rust crate buildable outside the repository
build.rs resolved the .proto files via a monorepo-relative path and packaging
relied on `cargo publish --no-verify` to hide the resulting failure. Vendor the
three canonical protos into clients/rust/protos/, resolve them via
CARGO_MANIFEST_DIR (in-repo path preferred, vendored fallback for the packaged
crate), ship them via Cargo.toml `include`, and drop `--no-verify` from
pack-clients.ps1.

archreview: CLI-02 (P1). Verified: cargo fmt/check/test (28) + clippy -D warnings,
and `cargo package` (no --no-verify) compiles standalone in the isolated staging
dir — the out-of-repo proof. Vendored-proto drift is guarded by check-codegen.ps1.
