v2-ci / unit-tests (push) Failing after 1h8m43s
feat(galaxy): operator-authenticated alarm ack — send Galaxy credential to mxaccessgw (#749)
mxaccessgw 488649c+ acknowledges by AuthenticateUser as the operator and
writing <alarm>.AckMsg, so AcknowledgeAlarmRequest now needs a real Galaxy
operator_user + operator_domain + operator_password. The OPC UA data plane is
API-key/anonymous and carries no Galaxy password, so the driver resolves the
account per ack:

1. the session's API key's Galaxy ack identity, set on AdminUI /apikeys and
   held ONLY in the encrypted Secrets store
   (otopcua/apikeys/<keyId>/galaxy-ack-{user,password}); a key with a user but
   no password secret is refused, never silently downgraded;
2. else the driver instance's AlarmAck fallback account (DriverConfig
   FallbackUser/FallbackDomain/FallbackPasswordSecretRef; secret:/${secret:}/
   env:/file:/dev: only — a literal is refused);
3. else DriverOperationRefusedException: nothing is sent, never an empty
   operator_user. Refusals are excluded from the resilience retry/breaker.

- Pins ZB.MOM.WW.MxGateway.Client/Contracts 0.2.1 -> 0.3.0 (vendored into
  nuget-packages/ from the Gitea feed, per the local-mxgw source mapping).
- The session ApiKeyId (not a secret) rides NativeAlarmAck ->
  RouteNativeAlarmAck -> RouteAlarmAck -> AlarmAcknowledgeRequest; the password
  is resolved in the driver and never travels through actor messages.
- The OPC UA principal + key id are appended to the AckMsg comment
  ("[OPC UA: <principal>, key <id>]") and logged, so a shared fallback
  account does not lose who acknowledged.
- Password never logged: GalaxyAckCredential.ToString omits it, the
  acknowledger scrubs it from every gateway message it echoes and withholds
  any exception that echoes it; audit rows carry only the key id.
- AdminUI: /apikeys "Ack identity" editor (set/remove; delete-key clears it),
  Galaxy driver form gains the fallback section.
- Synchronous OPC UA status for a refusal is follow-up #760 (the native ack
  path is fire-and-forget after the Part 9 method returns).

Tests: request mapping (password populated), password absent from logs and
exception text (mutation-checked), key-mapped / fallback / refused paths at
resolver and driver level, breaker non-trip, key-id propagation through node
manager and DriverHostActor, AdminUI service + form round-trip.

Closes #749

Surgical transitive pin: Microsoft.Data.Sqlite pulls SQLitePCLRaw.bundle_e_sqlite3 2.1.11
(native lib.e_sqlite3 2.1.11 — the top of the CVE-2025-6965 / GHSA-2m69-gcr7-jv3q vulnerable
range, <= 2.1.11). 2.1.12 is the first fixed native bundle (embeds the SQLite 3.50.2+ patch).
A direct PackageReference in Core.AlarmHistorian promotes this to the resolved version,
clearing the advisory without CentralPackageTransitivePinningEnabled (which breaks the Roslyn split).

Surgical transitive pin #2. Four NU1903 high-severity advisories (GHSA-23rf-6693-g89p,
GHSA-8q5v-6pqq-x66h, GHSA-cvvh-rhrc-wg4q, GHSA-g8r8-53c2-pm3f) landed in the NuGet audit
data against System.Security.Cryptography.Xml 10.0.7, which Microsoft.AspNetCore.DataProtection
10.0.7 pulls in transitively for its key storage. Under TreatWarningsAsErrors every FRESH
restore goes red — 204 NU1903 errors across the solution — while machines with cached audit
data keep building, so this surfaces first on a clean clone or a docker image build, not
locally. Verified 2026-07-21 by restoring a detached worktree.
10.0.10 is the patched version, pinned by direct PackageReference in Core.Configuration (the
one project where the DataProtection chain enters). Bumping the DataProtection parent to
10.0.10 instead was rejected in the sister repo for a reason that applies here too: it floors
Microsoft.Extensions.* and, through the EFCore adapter, Microsoft.EntityFrameworkCore at
10.0.10, forcing a family-wide servicing bump (NU1605 downgrade cascade) that deserves its own
reviewed change.
2026-10-22: raised 10.0.10 -> 10.0.13. Three more NU1903 advisories (GHSA-7hqp-7c5m-4vq6,
GHSA-c399-9853-6jmj, GHSA-r955-8q5j-3h83; vulnerable <= 10.0.12) landed against 10.0.10, again
red only on a fresh restore (~67 projects). 10.0.13 is the first fixed version. Same pin site,
same reasoning against the DataProtection parent bump.

<!--
Surgical transitive pin #3. GHSA-846f-f764-76mx (NU1903 high) + GHSA-2fmv-rv2c-59x7 (NU1902
moderate) flag System.Security.Cryptography.Pkcs <= 10.0.12 and 9.0.0..9.0.20. Two chains bring
it in, both entering at Core.Configuration:
- System.Security.Cryptography.Xml 10.0.x -> Pkcs 10.0.x (same version as Xml), and
- Microsoft.EntityFrameworkCore.SqlServer 10.0.7 -> Microsoft.Data.SqlClient 6.1.1 -> Pkcs 9.0.4.
In Web-SDK consumers (AdminUI, ControlPlane, Host, Security, ...) the ASP.NET Core shared
framework prunes the Xml chain, so the SqlClient 9.0.4 floor is what resolves there (~9
projects); everywhere else the Xml chain's 10.0.10 won (~67 projects). Raising the Xml pin alone
only fixes the second group, so Pkcs is pinned explicitly at 10.0.13 (first fixed 10.x) by a
direct PackageReference in Core.Configuration. Its net10.0 dependency group is empty, so the pin
floors nothing else. Bumping Microsoft.Data.SqlClient / EFCore.SqlServer instead would be the
family-wide servicing bump the Xml note above declines.
