Directory.Packages.props:203-210 pins xunit 2.9.3 for the test projects held on xunit v2 by Akka.TestKit.Xunit2: AdminUI.Tests, ControlPlane.Tests and Runtime.Tests. Host.Tests also references xunit, so the comment's count of 3 may be stale. Every other test project is on xunit.v3. The comment says to remove the pin and migrate when Akka ships an xunit.v3 TestKit (R2-12 / archreview 07/C-4).

Blocked upstream until Akka publishes an xunit.v3 TestKit; check the current Akka release first. Then migrate the holdouts, drop the v2 pin, and keep the "Akka TestKit for non-e2e tests" rule.
