Add deterministic overlapping Gateway tag cache tests for cold/expired lookups, capacity, faults and cancellation. Production cache behavior is unchanged and single-flight coalescing is not promised. Fixes #701.

Newclass15/15, Gateway449/449. Full repeat:14,615passed/609skipped/0failed across62suites, exit0, including OPC UA integration122/122 and host268/12skip. First full run failed one existing reconnect test; isolated/full retries passed and #702 tracks the unresolved intermittent failure. Independent review found no actionable defects. Evidence: docs/plans/2026-10-13-cache-concurrency-results.md. No deployment changes.
