Split from #600. OPC UA HistoryUpdate (Insert/Replace/Update/Delete of raw values and events) is not implemented. Needs a decision on which variants to support and whether HistorianGateway exposes the write RPCs required (the client currently covers read, SendEvent, EnsureTags and WriteLiveValues only).

Triage (batch b647): the gateway exposes no update/replace/delete history RPCs, and OtOpcUa doesn't wrap AddHistoricalValues. Recommendation: insert-only, off by default, behind a permission. Deferred because a live test writes to the real AVEVA Historian — needs an explicit OK and a sandbox tag.

Shipped on master. The pluggable historian (SqlServer backend plus HistoryUpdate) landed in the local merge 8ec7a83c and was pushed with ee67b637. Live-gate evidence: docs/plans/2026-10-09-pluggable-historian-live-gate.md. Remaining scope is filed as #667–#671.
