'animation: rise 0.4s ease both' keeps the transform after the animation ends, making the panel the containing block for fixed-position modal backdrops.
OtOpcUa works around it with '.rise { animation-fill-mode: backwards; }' in site.css (#631).
Upstream fix belongs in the Theme package (scadaproj).

Fixed in scadaproj: ZB.MOM.WW.Theme .rise identity-transform fix, scadaproj main commit a2b40b7 (pushed). Theme 0.4.2 is NOT yet published to the feed, so OtOpcUa keeps its local workaround until the package is published and bumped. Closing this issue as the root-cause fix is done.
