Found by the final whole-branch review of the native AB transport work (branch feat/native-ab-transport, plan docs/plans/2026-10-07-native-ab-transport.md). Minor; not merge-blocking.

Process-wide test-only statics ship in production assemblies. They are off by default and harmless, but should be compiled out or moved behind an internal test seam.

Found by the final whole-branch review of the native AB transport work (branch `feat/native-ab-transport`, plan `docs/plans/2026-10-07-native-ab-transport.md`). Minor; not merge-blocking. Fixed: CipConnection test statics moved to a per-pool internal ConnectionDiagnostics; open-attempt limit is a scoped per-device setting; ForceRootingForTest deleted. Tests run the production build (no #if). (merge e5fe2e55 on master, pushed 2026-10-08)
