fix: point Admin ConfigDb at the shared SQL host
The Admin appsettings.json still carried Server=localhost,14330 — a straggler from before the 2026-04-28 Docker migration that moved SQL Server onto the shared Linux host. Every other checked-in appsettings was rewritten then; this one was missed, so the Admin web UI returned HTTP 500 on every page (SqlException, connection timeout). Repoint it at 10.100.0.35,14330 to match. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
