feat(mesh): Phase 2 cutover — docker-dev rig default MeshTransport mode flips ClusterClient → Grpc

All six nodes now default to the gRPC command/ack transport; OTOPCUA_MESH_MODE
still overrides for rollback drills. Baseline reproduced pre-flip (1bb3a937):
cross-mesh :4053 open unauthenticated, unreachable-cluster dispatch suppressed
into sampled deadLetters INF with the deploy deadline as sole witness.
