Task 6 appended SiteSecretsCollector to ArtifactDeploymentService's constructor; the
NSubstitute class proxy in ManagementActorTests still passed the old ten arguments, so
the four DeployArtifacts_* tests failed with 'Could not find a constructor'. Caught by
the Task 13 full-solution run.
