Deferred from architecture review 08: thin coverage in SiteCallAudit.Tests (31 tests / 1.6k LOC at the time) and DeploymentManager.Tests; no defect identified, and coverage partly lives in ManagementService/Host/Integration suites.

Current state: tests/ZB.MOM.WW.ScadaBridge.SiteCallAudit.Tests has ~51 Fact/Theory attributes today — verify whether the gap is still worth closing.
