Register row 132 (deferred-work register).

SiteScriptCompileCache counts evictions and logs a rate-limited Warning, but the counter is not a System.Diagnostics.Metrics instrument; exporting also needs an entry in the ZbTelemetryOptions.Meters allowlist (SiteServiceRegistration.ObservedMeters).

Revisit trigger (from register): Wanting to alert on compile-cache thrash from Prometheus.

Current state: Not done.
