Register row 129 (deferred-work register).

The central short-TTL definition cache is never InvalidateAll()'d by management edit paths (ManagementService has no reference to ExternalSystemGateway), so edits are seen only after DefinitionCacheTtl (10 s) on both nodes. Wiring needs a project reference or a bus event.

Revisit trigger (from register): An edit visibly not taking effect for an inbound-method call, or any increase of DefinitionCacheTtl.

Current state: Not wired.
