Register row 125 (deferred-work register).

PendingUpdatesSnapshot.StaleInstanceCount / StaleArtifactSiteCount are consumed only by the Central UI Sites page and rail indicator. No Health KPI tile and no CLI command; site list shows raw artifactRevisionHash/artifactsDeployedAt but not whether they are current.

Revisit trigger (from register): An operator wants the counts without the Central UI (headless monitoring, CLI scripting).

Current state: Not built.
