Register row 123 (deferred-work register).

The .rail-scroll pane and #theme-rail > .side-rail { height: 100% } fill rule live in ScadaBridge's app-local site.css / NavMenu.razor. Other kit consumers (OtOpcUa, MxGateway, HistorianGateway, ignitionoee) share the unbounded-nav-pushes-footer-off-screen shape.

Revisit trigger (from register): A second kit consumer hits the same long-nav clipping.

Current state: Still app-local in ScadaBridge (src/ZB.MOM.WW.ScadaBridge.CentralUI/wwwroot/css/site.css ~:178-187). The Theme kit had a responsive-shell update (scadaproj 967da5b, 2026-11-04) — verify whether it already covers this before porting.
Related: docs/plans/2026-09-14-pending-updates-design.md §3.5. Change lands in scadaproj ZB.MOM.WW.Theme, then ScadaBridge drops its local copy.
