Register row 24 (deferred-work register).

Logged as a non-blocking follow-up when M8 shipped; no plan, task or perf/load test exists (BundleImporterLoadTests.cs is a LoadAsync unit suite). Only sizing controls: 5-min CLI transport timeout, LineDiffer MaxInputLines=4000, MaxConcurrentImportSessions=8.

Revisit trigger (from register): First real bundle that times out, exhausts memory or makes the import wizard's diff step unusable.

Current state: No measured problem; no hardening work done.
