Register row 11 (deferred-work register).

Cert-trust decisions are broadcast to both nodes (covers HA) but are not persisted centrally as audit events.

Revisit trigger (from register): A governance/audit requirement for trust decisions.

Current state: Deferred; no central persistence added.
Origin: m7 follow-ups.
