Register row 9 (deferred-work register).

Parquet archival of the AuditLog (roadmap T2) was deferred to v1.x. The endpoint (AuditEndpoints.cs ~:204) returns 501 and the CLI says so.

Revisit trigger (from register): AuditLog partition volume nears the retention ceiling.

Current state: Still deferred per CLAUDE.md (T2 deferred to v1.x).
