Topology page: pre-load the first layer (sites + top-level areas) on page load #39

Request

When the Central UI Topology page (Deployment → Topology) opens, pre-load and expand the first layer of the tree, so each site's top-level areas are visible immediately without clicking to expand.

Example (QA): opening Topology should already show QA Site → Aisle001 and Simulations.

Notes

  • The page currently lazy-loads (LowReview "lazy Topology"); keep lazy loading for deeper levels (sub-areas and instances). Only the first layer is pre-loaded.
  • It should respect the operator's site scope, and interact sensibly with any persisted expand/collapse state the tree already keeps.

Implemented on main (d71f61e7 + e029dc1c, local — not yet pushed). Topology now loads the areas of every site in the operator's scope on page load and opens each site expanded to its top-level areas; instances stay lazy behind "Load instances". The default expansion only applies when the browser has no saved tree state — a saved collapse still wins. Out-of-scope sites' areas are never read. bUnit coverage added; Playwright Topology suite green on the rig. Not deployed to QA/prod.
