Joseph Doherty	73f2a032e0	docs: MES-reportable alarm flag — design + 16-task implementation plan ... Moves the legacy BTDB MachineAlarm.FlaggedForMES lookup onto TemplateAlarm.IsMesReportable (instance-overridable), surfaces it as ScriptAlarm.IsMesReportable / Alarms.MesReportableAsync(), and adds an AlarmStatus inbound method demo on the docker rig.
