Joseph Doherty d1ade5653b docs(plans): bookkeeping sync — reconcile stale trackers with merged code
A verified audit of all ~90 plan documents (2026-08-01) found ~30 .tasks.json
trackers and several plan headers still reporting 'pending'/'draft' for work
fully merged to main. Sync them so future audits don't re-litigate closed work:

- Flip ~380 stale task statuses to completed across March/May/June/July
  trackers (audit-log series, milestones M5-M10, playwright waves, stillpending,
  LocalDb, ClusterClient->gRPC DoD rows, and more), each verified against
  code/git evidence before flipping.
- Annotate obsolete-not-done rows: ClusterClient CLI transport (never built,
  HTTP shipped), TreeView Areas/Instances pages (replaced by Topology),
  template-tree drag-drop (dropped for M9 menu reorder), otopcua item C
  (premise superseded by #17).
- Flip stale headers: aggregated-live-alarm + kpi-rollups 'Draft not executed'
  -> Delivered 2026-07-10; otopcua cutover-scope SCOPING -> DECIDED;
  scadabridge-rename -> Implemented; LocalDb phase1/2 status strings ->
  merged 28ca04d7.
- Fix doc drift: T9/T10 'deferred' -> shipped as SMS (Teams dropped); waitfor
  sandbox follow-up shipped; followups #52/#53/#54/#162/#207 resolved; purge
  TODO closed by PendingDeploymentPurgeActor; live-gate pre-existing failures
  #28/#29/#31 fixed; auto-down boot-alone residual superseded by self-first
  seeds; supersession banners on keep-oldest SBR + ClusterClient-era designs;
  requirements-traceability 'Pending' clarified as frozen plan-generation
  status.

Deliberately left pending (genuinely open, tracked in the pending-work list):
opcua-tag-browser task 19 (live smoke), ipsen tasks 7-8 (vd03 verification),
selfform task 7 (vd03 overlay, user-held), live-gate observation 1
(external-system delete orphan bug), otopcua item A + maxDepth calibration.

Joseph Doherty 7044791a55 docs(plans): scrub LmxProxy references from design plans
Remove the LmxProxy work package (WP-8) from phase-3b, the CD-DCL-1..6
protocol details, Q9/Q-P3B-2 from the questions log, the LmxProxy
component-design rows in requirements-traceability, and the inline
mentions across phase-0, phase-4, the gRPC streaming plans, and the
primary/backup data-connection plans.

Joseph Doherty d91aa83665 refactor(docs): move requirements and test infra docs into docs/ subdirectories
Organize documentation by moving requirements (HighLevelReqs, Component-*,
lmxproxy_protocol) to docs/requirements/ and test infrastructure docs to
docs/test_infra/. Updates all cross-references in README, CLAUDE.md,
infra/README, component docs, and 23 plan files.

Joseph Doherty 021817930b Generate all 11 phase implementation plans with bullet-level requirement traceability
All phases (0-8) now have detailed implementation plans with:
- Bullet-level requirement extraction from HighLevelReqs sections
- Design constraint traceability (KDD + Component Design)
- Work packages with acceptance criteria mapped to every requirement
- Split-section ownership verified across phases
- Orphan checks (forward, reverse, negative) all passing
- Codex MCP (gpt-5.4) external verification completed per phase

Total: 7,549 lines across 11 plan documents, ~160 work packages,
~400 requirements traced, ~25 open questions logged for follow-up.

Joseph Doherty a9fa74d5ac Document LmxProxy protocol in DCL, strengthen plan generation traceability guards, and add UI constraints
- Replace "custom protocol" placeholder with full LmxProxy details (gRPC transport, SDK API mapping, session management, keep-alive, TLS, batch ops)
- Add bullet-level requirement traceability, design constraint traceability (52 KDD + 6 CD), split-section tracking, and post-generation orphan check to plan framework
- Resolve Q9 (LmxProxy), Q11 (REST test server), Q13 (solo dev), Q14 (self-test), Q15 (Machine Data DB out of scope)
- Set Central UI constraints: Blazor Server + Bootstrap only, no heavy frameworks, custom components, clean corporate design

Joseph Doherty 7a0bd0f701 Create implementation plan generation framework
generate_plans.md: Master plan defining 10 phases (0, 1, 2, 3A, 3B, 3C, 4-8)
with component assignments, sub-tasks, testable outcomes, and HighLevelReqs
coverage. Phase 3 split into 3A (runtime foundation + failover), 3B (site I/O
+ observability), 3C (deployment pipeline + S&F) per Codex review. Failover
testing embedded in runtime phases, not deferred to hardening.

requirements-traceability.md: Full matrix mapping all 54 HighLevelReqs sections
and 22 REQ-* identifiers to implementation phases. Zero unmapped requirements.

questions.md: 15 open questions requiring follow-up before/during implementation
(tooling, environments, team, integration targets).
