Joseph Doherty 513fa1aa16 docs(tests): fix CommentChecker findings across tests/ — 13,392 → 0 (repo-wide scan clean)
Comment/XML-doc changes only:
- add summaries to ~10k test methods, fixtures, fakes and helpers
(+ <param> on theories, <returns> on async Task methods,
<inheritdoc/> on interface implementations the checker can resolve)
- strip ~2.6k project-tracking references (WP*, P*-*, row-NN, Task N,
  #NN, Component-0NN) from comments, keeping the explanatory text;
reword false positives in comments only
- real docs on fakes implementing BCL/library interfaces
  (IDisposable, ILogger, IOptionsMonitor, IAsyncLifetime)
- reword the last 5 src/ false positives (CWE-1236, failures-1,
  year-0001, M365)

Only non-comment edits: four one-line nested classes split across lines
so members can carry docs. Build 0 errors / 0 warnings.

Joseph Doherty 9110a4eb01 fix(auditlog, health): harden hosted-service shutdown against disposed CTS
The host does not guarantee IHostedService.StopAsync is driven before the DI
container is disposed — WebApplicationFactory's teardown reaches Dispose first
— so cancelling the internal CTS from StopAsync threw ObjectDisposedException
and aborted the host's whole shutdown sequence. Four services shared the same
copy-pasted lifecycle and the same two races: StopAsync cancelling an already-
disposed CTS, and StartAsync reading _cts.Token lazily inside the Task.Run
lambda, which faults the loop task the host awaits when Dispose wins that race.

Each service now captures the token on the caller's thread, tolerates a
disposed CTS, and cancels-before-disposing so the loop is always signalled and
its pending Task.Delay sees a cancelled token rather than a dead source.
SiteAuditBacklogReporter also gains the outer OperationCanceledException guard
its sibling SiteAuditRetentionService already carried (arch-review 04 R2, R7),
without which a shutdown landing mid-probe threw TaskCanceledException out of
Host.StopAsync.

Surfaced while verifying the Gitea #15 test-harness fix: in Host.Tests the
aborted teardown skipped the fixture's env-var restore, contaminating every
later test in the run.

Joseph Doherty d81f747434 feat(health): wire ISiteEventLogger.FailedWriteCount into SiteHealthReport (#30, M2.16)
Add SiteHealthReport.SiteEventLogWriteFailures (trailing optional long = 0,
additive-only), ISiteHealthCollector.SetSiteEventLogWriteFailures (default
no-op so existing fakes compile), and SiteEventLogFailureCountReporter
(hosted service in HealthMonitoring, Func<long> delegate to avoid the
HealthMonitoring → StoreAndForward → SiteEventLogging cycle).

Registration helper AddSiteEventLogHealthMetricsBridge added to
HealthMonitoring.ServiceCollectionExtensions; wired in
SiteServiceRegistration after AddSiteEventLogging.

Tests: SiteEventLogWriteFailuresMetricTests (4 collector tests) +
SiteEventLogFailureCountReporterTests (2 poller tests) in
HealthMonitoring.Tests. 79/79 HealthMonitoring.Tests green,
59/59 SiteEventLogging.Tests green, 0 warnings.
