### Atomic configuration command boundary (2026-09-09)
Database-only configuration commands may execute through `ExecuteConfigurationCommandAsync` from the actor or Central UI. The boundary requires role authorization and `IConfigurationCommandTransaction`; missing transaction configuration fails closed. Repository mutations may flush generated keys within the transaction; a final flush persists the audit before commit. Existing service-owned audits are retained. Site cache refresh and inbound API handler publication run only after a successful commit.
